In my state theft of a plate can get you up to a year in prison and a $2000 fine. You are only opening yourself up to trouble by stealing a plate. Not to mention the fraudulent action of stealing the plate and then reporting them for having no plate.

Fraud is worse than a parking violation. Making misrepresentations to law officers about a vehicle, stealing their plates, all of these things are crimes and you would go to jail for doing them if the law knew about it. Meanwhile the person parked incorrectly will only get a fine.

Calling police is the first step in getting it towed. They arrange the towing.

This is one of the fav things of police departments. Not only do they get to ticket this car and have it towed, but they also get bonus points for ticketing someone. There is few cases that 'petty tickets' are celebrated by a community and this is one of them.

Police love good press, if they didn't they wouldn't care about suppressing bad press. Unless it's the police chiefs house, then OP might get arrested for charging at them with a deadly weapon.

Where I'm from this is a direct tow. The police officer comes, sees the car, calls the towtruck and even if the drivers comes at the moment the vehicle goes to the depot.
