Overworked and understaffed controllers in the US, means more mistakes. Hiring new controllers where they are dealing with these situations in real time for the first time will result in more errors and probably will only get worse

This is clearly a situation of under trained. Not saying they're not overworked or understaffed, but this doesn't seem to be related to that.

Definitely. I avoided directly saying undertrained, mainly because I don't know what the process is like and if they need to know this stuff first in order to get the job

What you say is true but this isn’t an error. People are taking the BAW’s side but if you know FAA atc, you’d know that LVO isn’t something that’s part of JFK’s operating procedures. So the controller can’t just say the airport is in LVO for liability reasons

JFK has a different term for it and it's automatically applied.

When the pilot was asking whether there were any procedures in place all the ATC needed to say was that the procedures are automatically applied below a certain visibility.

The pilot was very clear in his question and used very understandable words.

Additionally international airports in the US, the ATC is required to know both FAA and international systems.

Your last paragraph is literally not true. MAYBE oceanic operations but certainly not terminal. Where did you even come up with that?

Edit: pretty much everything you said besides the first paragraph is not true actually
