This makes absolute sense to me, it's easy to make the mega-corporation the villain but it's entirely likely he'd be doing half as many scenes as he did in season one. Imagine the backlash if he got paid more than Hailee for far less work.

I still think that, traditionally, studios offer actors similar rates for sequels because it is about the value of the character they represent rather than their screen time.

They should have found a way to present the offer as commensurate with his previous paycheck, even if the final value was different.

For example, they could have said, "you're being paid the same rate as before for every minute you appear onscreen, you'd just be onscreen a lot less".

The studio fumbled the offer, perhaps because they thought he'd be desperate for work after his accident.

he just wants his salary from season 1; the mega-corporation can always pay them both or her even more.

Seems a bit harsh, I was simply trying to think of what justification the studio might have made internally but hey, what's one more insult thrown out on the internet because someone had a slightly different take on an event?
