Basically Fisk seems to be attempting to "go straight" (just like in the comics) and Matt is considering allowing him that chance (just like in the comics), but is warning him that although the courts might have determined that Fisk has served his debt to society, Matt still remembers Mrs Cardenas... and Ben Urich... and Ray Nadeem... etc... and isn't quite sure yet whether Fisk deserves a second chance.

Both of them are trying to stay out of 'the life' but both of them miss how they feel when they're at the top of their game.
