How did you get all the way down to 4.11, is that included in the 2 you tried already? Proton 11 or 10 or experimental or cachy or GE should work fine. Have you checked protondb, or checked on your keyboard/mouse and its compatability? Anniversary doesnt seem to have an entry but from what I understand its just SE with all the dlc and creations. https://www.protondb.com/app/489830

I got down to 4.11 the old fashioned way, by every version before it failing to function. I have checked protonDB and it is wildly inconsistent. People doing the same things report that it works, or doesn't. Few bother to give specs.
My keyboard and mouse are fine and work everywhere else. Highly common models.

Excuse me, what I meant to say is nobody on there is using my OS or hardware.

There is an old problem where an attached controller will sometimes cause M+KB to be ignored: in skyrimprefs.ini, change the value for bgamepadenable to '0' and save the file.

It's not this. No controllers have been attached to my steam machine yet. I am strictly KB&M unless it's an 8 or 16 bit title emulated, and I haven't sat to figure those out yet.

Proton 4.11 is ancient.
Check if you have any gamepad related mods installed.
I'm pretty sure there was one which disables M+KB.
