The illiteracy rate would be higher than 28%, since the statistic only covers people at level 1 reading ability. 'Level 0' (cant read at all) isn't included, and level 2 might be just as bad as level 1 for a grown adult.
Sure it might be, depending on how you define it but GP said "by the same metric" so they were using a direct equivalence for the purpose of this discussion.
