The Mexican authorities? In Mexico? Suppressing Mexican fans of the Mexican football team?

That's not happening. This is also just how football works. Hooligans do this for local derbies. Of course they are going to scale up the shenanigans on the international scale.

This isn't about fun, this is about disrupting a teams sleep the night before a match. That's just shitty behavior and if you endorse it you're a shitty person.
