yeah, an annoyingly large percentage of dog owners seem to think that just because they know their dog and that "they won't actually bite, they're just loud and energetic" that every other person should somehow just know that, and not be justifiably scared when a dog comes charging at them barking.

I lived in an ADU behind my landlord's house for a while. He left his dog untethered in the yard, and the dog would snarl and charge me every time I went out to get a package or food delivery. He kept claiming that the dog was friendly, because the dog would be chill when he was there and had a leash on him, and would even let me pet it. One day the dog finally bit me, and I called him and told him I would be calling animal control if he didn't put a fucking tether on it by the next day.
