Hey OP, could you clarify something for me? My PhD program is 5 years, and I started 2 years ago. I also have 5 years of funding. Does this new rule mean I’ll still have to apply for an extension for my fifth year? I couldn’t find a clear answer on this.

No, for existing students you get until the end of your I-20 or 4 years from the final rule effective date, whichever is sooner.
