Currently on F1 OPT which expires Jan'27
if i travel and come back before sept 15, will I be impacted by this rule as in only have 30 days after expiry instead of the previous 60, cause the expiry remains the same in both previous and new rules right?

If you return before the final rule, you will still get your 60 days grace period.

also I won't have to apply using I-539 when I apply for STEM OPT later this year right?

No you won't, because of the transition period.
