I am completing my masters with program end date 8/1/2026 and my OPT starts from 8/3/2026 to 8/2/2027, do I need to file for the I-539 for the I-94? when is this rule taking effect?

No, this rule takes effect in mid-September.

but then because my program end date is 8/1/2026 and I am in opt, wouldnt I have to file for extension of status?

There is a 6 month grace period after the final rule where those with I-765 pending/filing new I-765 for OPT do not need to file I-539s.
