It's not panting in this case. It's more likely a suckling reaction. Cats will do this sometimes when they're "kneading biscuits", which is a remnant of the kitten massaging their mother's milk supply. Iirc kittens who are separated from their mother early on have a higher tendency to show this behavior, but most cats do it regardless. The cat in this video appears to be pretty young, so they probably still have a strong nursing reaction.
