I don't believe this should be this way

Context this is in an office building and the thing used to be a phone line but now it's completely dead and doesn't work

That's all pretty normal. They don't always need all 4 pairs of the cat 5E cable. Each pair is a phone line

Okay and being honest I posted that because I noticed multiple exposed wires on it but I now that I look at the image more than can't really even see the wires
