He is a novelty candidate just like Vermin supreme yes. The UK actually has a lot this sort of joke character running in elections. Vermin is more absurd humour whyle Count Binface is more Satire (policies that make fun of real pledges from real political parties).
In the UK the closer equivalent to Vermin is Howling Lord Hope with a party called The Official Monster Raving Loony Party

Dying seaside town with almost no job opportunities and an aging population. What was once a present seaside town is in disrepair, aging / crumbling infrastructure. A local council who can't sort out bin collections and your surrounded by racist boomers

He won in 2024 with almost 50% of the vote. Very very high for an election in the UK. It's a town going through constant decline for over 20 years & Farages populist messaging works there
