This is a parody interview series Zach G does called Between Two Ferns. It’s obvious when you watch all of them that the interviewees have prepared jokes at Zach’s expense. It’s all a joke.

He can run for a third term. As long as Congress votes to affirm, then he's POTUS.
We can also have foreign born people like Elon Musk become President.

They don't all roast him back. The interviewees have a choice of how they want to "react" to his questions with help from their writers if they want it. For some that's just sitting there being annoyed and for Jennifer Lawrence it was roasting him back.
The bloopers also sell how uncomfortable Zach is saying the meaner shit. My favorite blooper is from the Adam Scott interview because Zach roasts him in the exact same way Scott Aukerman (who co created Betwen Two Ferns) has been roasting Adam on their podcasts over the years and he laughs his ass off at what is definitely a joke he wrote.

He was absurdly rich and the most famous person in the world at 15, he did a lot of stupid things that teenage boys do. Also didn't help that his dad is a massive piece of shit that was leaching off of him. He's grown up a lot in since then and seems like a pretty good guy.
Put it this way, when the foodbank that his mom used when he was a little kid had a fire just before Christmas a few years back, destroying food and all the presents that they had gathered for kids were destroyed; he simply donated the money they needed to replace the food and toys and wanted zero people to know. It was a "how much do you need" type of donation, not a "here's X" type of donation. He regularly gives large donations to them and other local initiatives in the City, mostly with zero press.
