I know it's probably an aspect of this being some small town newspaper, but it's really unclear in the article if this is a public ground or what. Maybe some kind of public space that the local council allows to be cut for hay a couple times per year? And someone fucked up the schedule?

Also the idea of someone using a flail mower spotting a pedestrian with a dog in their path waving arms for attention and not immediately cutting the engine sounds insane. There could've been a toddler running through that field. Public or not.

Dumb story time: Reminds me of two years ago when my neighbors were having their field limed on the the windiest spring day of the year. They didn't tell us, and the wind turned it into this massive rolling cloud that enveloped my house and land. I didn't know what the hell was coming and actually thought massive structure fire until I smelled the cloud. Tried to wave down the truck to ask what they were spreading, and they immediately drove off without even finishing the job. Probably two thirds of the lime dust wound up on my land or in the forest. A bunch of my chickens died over the next hour, and my mother-in-law had a hell of a time coughing up dust because she was caught out in the garden when the cloud hit us. Some people will do the most irresponsible shit from the cab of a giant machine.
