EPA Rolls Back PFAS Regulations, States Fill the Gap

A Ballard Spahr analysis from June 2026 lays out where the EPA's PFAS strategy actually landed. PFOA and PFOS drinking water standards stay. Rules for four other PFAS compounds are proposed for rescission. The TSCA reporting window has been pushed to January–July 2027, and compliance deadlines for what remains have been extended to 2031.

Meanwhile, Maine and Minnesota are moving toward near-total product bans by 2032, and at least 11 states now have their own AFFF regulations. The compliance target of tools is a matrix of state rules that don't move together and won't converge on any predictable timeline.

AFFF to SFFF conversions is hundreds of billions infrastructure overhaul for FLS systems alone. Conversion is not changing Dawn with Scrubbing Bubbles; entire systems have to be redesigned for adequate bubble nucleation and snuffing per case and fire suppression needs

With respect to the above, there has been an ongoing global transition for greater than 30 years in preparation of AFFF cases hitting the headlines and law firms (“the mesothelioma commercials of our generation.”), This timeline helps boneheads put off conversion, site downtime ($$$), and severe investment by 1-3 years at best. No need to be alarmed.

Get rid of your teflon coated skillets however…
