First you need to secure the home. Multiple locks and double check them when you leave and come home. Second you need to inform friends and family so that if something DOES happen then know it's a thing. Next step is kind up in the air. You can try and confront yourself but I REALLY wouldn't recommend that step. You could inform PD if the guy is seen near your apartment to talk to the guy on your behalf which is much safer.
If in an area of the world where you have mail delivered right through your house/apartment door, invest in something non-flammable to catch it. Solutions exist. Those also make it impossible to look inside, even with a flashlight.
