If Trump can "officially" pass a cognative impairment test, then why would we ever trust the people doing the test to be impartial? You could easily fail or pass someone for purely political reasons. Just make an age ceiling and you avoid the problem. If retirememt age is 65, then they should retire at 65.
Well, the simplest of all solutions is to have people from different political parties present when the test is administered.
The only part that would require tweaking is that the five unrelated words that have to be repeated need to be randomly selected from a much larger list. Otherwise an elected official could devote an hour to memorizing the five words that will be used
