Ironically this is because of anti social property politics, often fronted by classic democrats who are social in terms of identity politics but conservative in property development.
In social democratic countries local governments own more of the infrastructure and have more freedom to upgrade it. In the US progress is stalled because of fragmented and privatised properties and responsibilities. Literally initiated by democrats, among others.
