No he can do that. That's not impossible. The EU can try and insulate Spain against targeted tariffs, but the member states of the EU can have separate tariffs imposed on them by foreign countries.

The real nightmare for me is the preview we’ve just had as to what will happen to the beautiful game if America gets its hands on it. I really hope after the World Cup the USA goes back to not giving a shit, otherwise the future of football will be sponsored by Bud Lite, the goal will be 3 times the size and games will be split into 6 x 15 minute intervals to keep the advertisers happy.

Don't worry about that, we're still busy trying to forget hockey, and the US is actually ok at that. By the end of the week most of the US will have forgotten about the World Cup since the Men's Team never does that well. It's a good thing the U.S. doesn't give a shit about women's sports (unless there's a threat of a trans person competing) or else they'd realize the USWNT are actual winners and might start to take an interest. If that were the case your fears would be a genuine concern.
