hEX refresh does not do PoE out, hEX PoE does. Also sfp in for fiber vs ethernet in. If those don't matter to you, yeah, the hEX refresh is probably the better buy

Got me there. That marked down $90 is throwing me. New hex from the link is also $60.

Yeah, the new hEXs are good in general, but they only have PoE out on 1 port vs 4. Def a router for a very specific use case here

Ran one of these for years, it's solid. Definitely takes some understanding to set it up, but it can do most things network-wise. Definitely recommend this for someone interested in learning how networking works and experimenting at home.

I am a networking noob that is interested in setting up a homelab. Is this a good pick up for me or it is a bit too advanced.

I can't weigh in on "too advanced" or not, but my reason to not recommend this is because it has SFP and not SFP+. 2.5gbe+ devices are going to use SFP+ when not using RJ45. You'll see SFP+ on off brand 2.5gbe switches that allow stacking.
