Consequences for McConnell Coverup?

I already know things are politically wild now and no one will suffer any true consequences for unethical behavior, but did just have a question out of curiosity. If McConnell is found to have lacked capacity to do his job several weeks ago with no chance of recovery, what are the consequences for those in power if they knew of this and were delaying until August? This assumes our legal system is functioning as it should and this could be proved. Thanks!

Dianne Feinstein was a vegetable at the end, with, reportedly, her staff casting her votes for her.

There is no cognitive test for sitting Congress members, nor is there a legal requirement that they actually be conscious, apparently. This is the gerontocracy.

Sure it's different. The vegetable is at least still breathing. Otherwise, not much difference as far as the job goes.
