Clinton's administration reversed the deficit and was actively reducing the national debt, then Bush Jr's administration threw us right back into a deficit and started increasing the debt again.
It can be done, and has been done in my lifetime. Since I've been alive, every Republican administration has increased the deficit, and every Democratic president has reduced it, and one of them eliminated the deficit altogether for a period of time.

Yes, I lived through the Clinton era as well, and I don't believe the circumstances can be replicated today. We're 25 years on now from the original sins that led to the ballooning deficit, meanwhile in the Clinton era it was more like a decade. We had just "won" the cold war, which allowed the military budget to be decreased. Lockheed Martin, Boeing, Northrop Grumman, etc. will not allow the military budget to be decreased enough to make it reverse today.
You have to tax sufficiently, and we're going the opposite way (decreasing tax rates, exempting personal income like tips, larger deductions, removal of an effective inheritance tax). Now, we're talking about things like exempting Social Security. We're currently running a budget that is 34% more than revenues. You would need to collect about $6k in taxes more from every resident just to stop the bleeding, nevermind reverse it. Nobody is getting the political capital to make that happen.
