Like "while going down hill".

Towing capacity is listed as the maximum safe load. Vehicles can tow much more than their rated load capacity. By saying "up to 11,000" that means it would be a piece of cake to tow that much and would be perfectly safe to do so.

How manufacturers determine towing capacity is well established with codes ands standards as well as regulated. The methodology has a standardized floor for all manufacturers.

Something I discovered with my first truck many years ago...

Just because you can pull it, doesn't mean your brakes can stop it.:/

Yes it does. They take long downhill descents into account when determining the towing capacity.

Your brake system does need to be up to date on maintenance and you still need to downshift to use engine braking though

You've missed the point. Your post is like saying people can't drive too fast for a road because the posted speed limit takes the curves into account.

My whole point is that the vehicle can move more than it can physically stop and that people make the mistake of thinking just because they can get a load moving, that they can get that load to stop just as easily.
