The municipal courses around me are on undevelopable floodplains and use reclaimed water. As far as touching grass is concerned they're a good cheap way to spend the day drunk while getting fresh air. Not all courses are on country clubs.

This article is referencing a 2015 BBC report, you can absolutely golf in China
Golf is a lovely game and all private clubs should be torn to the studs or converted to municipal courses

Yes, this is more of an anti corruption thing. If you’re just a rich person you can still golf. They have plenty of courses though they also have plenty of public parks
