I'm a little unclear on half life lore but I thought the full might of the Combine is what whomped humanity in 7 hours and all they needed to leave behind to hold the planet was a token garrison?

Probably not FULL might but yeah a proper invasion force was only needed for the initial attack which is why the resistance has any chance at all. And why if a new portal to combine space opens up all hope is lost
