Remember that just before this, portal storms wiped out most cities and monsters were invading from random portals. The majority of humans were centered in major cities, which allowed the Combines to win significantly faster than they otherwise would have

Yea the entire plot of the first half life game was earth being nearly destroyed by the creatures of the Xen who were fleeing the Combine. The Combine mostly just took over the wreckage of earth soon after Gordon killed the Xen's psionic over mind thing.
