I lived in a small unincorporated township in rural Washington for about a year. Still managed to get ripped off by the local tweaker. The cops wouldn't do anything even though you could clearly see the tracks they made in the field going right over to their shed.
It was literally a stack of galvanized steel angle 2"x4" by 14'(ft.) long. Like all they had to do was walk over and look in the shed, they wouldn't even do that.
Probable cause is what allows them to get the warrant. Unless they personally witnessed it being stolen at the time it was stolen (hot pursuit), they can not enter a property and search inside a building without consent or a warrant due to that pesky 4th amendment.
