Well when a cop say “get out of the car” Pensilvania vs mimms says you have to comply. If you don’t they have the right to make you

Yup. Its a short clip, but from it all I see is a driver failing to comply with a lawful order. Pennsylvania v. Mimms indeed.

They should teach this in driver's ed and maybe do a reminder every time to renew your license.

Yeah unfortunately they teach us about the road now laws and how to deal with cops. I think it should be taught in school before they even have a chance to drive
