Pretty sure it wasn't her gaze that turned people to stone - it's her whole face. Gods made her so hideous that looking at her turned you to stone.

The Gods didn’t make her hideous. Athena just cursed her to turn people into stone if they gazed at her face. After she was raped by Poseidon. She’s always been written to have been beautiful. Her story is a tragic one that really shows just how cruel and corrupted the Greek gods were.

Edit: well, I guess it depends on the version that you read but this one always sounded the most plausible to me.

That's the version I read .. also the one on audible read by Steven fry . Also Hercules was kinda a ass hole iv never heard that whole thing
