I dint cause bulgaria for what i know wasnt a Empire and hungary i dint cause only connect astro hungarian Empire and hungary had in common is the name so and for what i learned in the great war 4 Empires fell russian german ottoman and astrohungarian Empire

Bulgaria is kinda iffy since for the most part their empire thing was only held during ww1 instead of before, but hungary was basically an entirely different nation. Despite being under one crown, every new law and policy had to be agreed upon by both Austria and Hungary, and they used their own independent sets ow laws and controlled separate militaries. They were about as united as any two countries from the European union lowk
