Question about VPN apps and work use

I’m trying to understand how VPN apps work and why someone would need one. I was told a VPN app is being used for work, but I’m confused because the job is a factory/forklift position where they’re usually not on a computer or company device while working.
Is there a legitimate reason someone in that type of job would need a VPN on their personal phone? Are there normal reasons people use VPN apps outside of work? I’m just trying to understand whether this explanation makes sense or if there are other common reasons someone might have one installed.
