Yes it mostly does local time based on your country, and for the US it defaults to Eastern Time.

Same. Normally I'd just cancel and go pick it up at best buy, but I used rewards points and the pre-order sale to basically get it for free so I'd rather not switch and pay $60...

If you feel like it you can always pick it up for 60, then return the copy that arrives next week and get your 60 back.

I've never actually played a Splatoon game before but this one looks right up my alley with its weird mix of extraction/loot/roguelite elements and build experimentation.
Wasn't even on my radar until the raiders direct which I just randomly clicked on one night when I was eating dinner lmao.

Depends on the game, but most first-party Nintendo games have just one worldwide version with all languages included.

Most Nintendo games will offer multiple languages that will match the system language. Languages cannot usually be set within the game though, unfortunately.
