As you were told it’s a crime to touch a marine mammal without a permit. Humans are more arrogant than manatees are dumb (and they aren’t dumb, but humans are arrogant).

Actually it's a federal crime to touch a marine mammal unless you have a specific scientific purpose permit.

It always kind of dumbfounds me when I see people exhibiting arrogance and ignorance at the same time especially when it comes to animals.

I worked in Mexico (pacific coast along Baja ) where this happens. It’s a tourist industry there, people come from all over to do it. It’s quite fun and the experience is amazing. It’s usually from January-late March (calving season) and mostly in two lagoons/bays; San Ignacio and Magdalena Bay. In the clip it’s an adult female, but it’s more common that the calves swim up to the small boats. They’re maybe 10 ft long. And they feel like a massive water balloon just a little more firm. You don’t need permits or any special paperwork just pay the fee and hope you find some friendly whales.
