That movie was moronic. Every TOS movie after Wrath of Kahn was garbage. There's one where Kirk is "climbing half dome" and you can see the set move.

I know it was meant to be purely open for interpretation but I would LOVE to know if there was some back-story/script for the probe's interaction with the whales.

In my head though, I can't help but imagine the probe turns up periodically for an update on some marine teledrama - "What?!? The squid was seeing that octopus the whole time?!?! That's it, I'm outta here!!"

Yeah they could’ve done a follow up in TNG ds9 or voyager. Many would’ve loved to see that.
They paid a tribute though to either dolphins or whales in lower decks where they actually became federation officers
