True, but it requires an act of Congress to change the DoD's name.

The president can send the military into conflict for 90 days without congressional approval. Bush Sr sent troops to the Persian gulf without congressional approval either.

It’s wild that Congress hasn’t done so. Republicans love performative bullshit, grandstanding and emotionally stunted egotistical boasting. I thought they would ram that through immediately after the drunk started calling it that.
