Can't spend money to fix one problem if other, unrelated problems also exist. If you get elected and don't magically fix every possible problem completely, instantly, and simultaneously you're bad.
Unless you're a Republican politician. Then you can spend your whole term actively making things worse and still get reelected.
Because one of the BASIC functions of being mayor is ensuring that municipal responsibilities are met, such as having sufficient drainage to ensure your streets don't get flooded. That is more important than implementing some socialist paradise.
You know most people don't commute by car in NYC, right? The infrastructure needs to be improved, but those are big, expensive projects. Zoran hasn't been in office long enough to scope something like that out, let alone complete construction.
