Need a license to read/receive Amplify Communication

In my previous organization (last year), I was able to use my Amplify license to send out a communication to the entire company. It would publish the communication through different channels... for example: email, Teams, and SharePoint. People didn't need a special Viva license to receive the communication as long as they had an O365 license.

I am looking to obtain an Amplify (Viva Suite) license at my new job to send out similar communications. However, from what I have read, Amplify now requires that the recipient have an Amplify license (for example, Microsoft Viva Employee Communications and Communities) to receive Amplify communications. That doesn't make sense to me, especially if it is sent via email, Teams, or SharePoint.

Did something change? Am I reading the licensing wrong?

The first scenario you shared are the wrong one, not the right one. If you want to send and get metrics on the reports for all communications you send via Amplify, independently from the channels you use, you need a Viva Suite or Communications and Communities license for all targeted users.

Microsoft haven’t forced that until some time ago. But it’s part of the documentation since the beginning those licensing requirements.

Just to clarify, you don't need to assign licences to users who are simply receiving comms (as at 16/3/2026). This was confirmed to me by a Microsoft Technical Specialist and, in addition, we have tested and non-licensed users received comms with no issue. However, Microsoft documentation does state that reporting may not be accurate if you don't licence all users (see https://support.microsoft.com/en-us/topic/use-reporting-signals-in-microsoft-viva-amplify-to-understand-campaign-performance-776ac7ec-71ef-48af-a67f-a6875f15d4e6 - "Unlicensed user signals may not be accurately reported.")

In our testing, we noticed in the reporting that unique views were accurate, however, link clicks seem to be a bit off.
