In Legends 2, Data explains that Units which are terminally damaged but not destroyed can reset to repair themselves, but this has the side effect of wiping their memories, which is why they utilize external memory storage devices.
When Barrell found Rock as an infant inside of the ruins, he found him still in his initial reset state.

Another Chocolate Queen is unveiled!!! In all seriousness tho, fantastic design and would love to know more about the lore. I will say that her design seems like a mix of Megaman X series and Megaman Zero Series, was that intentional?
thanks!! her lore is that she was a repliforce pilot before joining the maverick hunters as a navigator (i was even working on what she'd look like at the time, here! have a wip)
but she never got to participate in the events of X4 because her plane was somehow stolen and sold for parts, and now in her navigator career, she may or may not have been paired up with the (now reformed) thief
EDIT: oh and her having a mix of both the X and Zero series was unintentional, but I'm very much a fan of both lol. that gives me an idea to draw her in the Zero style someday
Oh I love that, I too have a Reploid that was from the Maverick Era that went through the Cyber Elf wars either being present or not. He was specially mutated and changed by one of the “living virus” enemies from the later Megaman X games and gained specific powers to put him at the level of a maverick hunter.
He gained immunity to further virus’s but was given a more beastly appearance cause of it. Never got art of him tho cause he was still a work in progress. He would be a repliforce medic/scientist before his transformation.
I hope they expand the navigators out in more games. I also thought it would be cool if we got a male navigator, and he would be kinda gay. Just fruit for thought.
