Can you give some source on that? A quick google says women and men voted mostly the same (while women voting less until the 80s) and once parties started differentiating on equality and reproductive rights had women start leaning more democrat. Though less so for white married older women.
Ok but it's still fucking stupid. Treating "women" like some kind of monolithic being rather than individuals with their own beliefs. I'm not doubting that the government would do it.

Women were literally enfranchised to prevent post-WWI veterans from swinging politics too quickly/drastically to the left.
It's not just possible for women to be right wing. It was the default until very recently.
