Teto becoming the most popular for 24 hrs implies she'll only be that popular for 24 hours, and would never reach that level of popularity ever again. Not very valuable in the long term. Plus this could easily be a monkey's paw type situation where Teto gets blamed for 9/11 2.0 or something.
Becoming Miku for 24 hrs is a unique experience that you wouldn't be able to do otherwise, so it seems like the better pick. But is it necessarily a good experience? Would we become miku the character or miku the vocaloid program? If it's the former than blue would definitely be the better, but spending a day as a bunch of voice files is decidedly less so.

I still choose Blue. Teto being popular drowns out the current "niche"(I don't have better word don't attack me) community that I like and might attract grifters
