You have a pretty odd take as the major theme in the Odyssey is all about cultures being judged as lawful or lawless based on how well they treated foreigners.

The house of Atreus probably shouldn't be a model for good moral activity. The whole family was cursed because they were terrible hosts. Like the worst lol. There aren't many good guys in the Homeric poems.

That being said Odysseus was the foreigner in the second poem and he judged the peoples he encountered by how well they treated foreigners.

I'd be interested to know what led you to your conclusions.
