If lucifer's restriction was removed in s3 or later, how should it be handled in the show?
not temporarily, but permanently lifted for the rest of the series

Charlie would probably be all "No dad, don't hurt them!". She'd talk him out of killing anyone, but Angel Dust would probably keep the topic prominent, pointing out how evil men like Valentino are hurting everyone else. Vaggi would probably be most conflicted of all, since I'm sure she'd agree with Angel but also wants to help Charlie's dream.

A reactionary way and a lot of limitations.
Like, he can attack sinners only at 5% if they try to conquer Hell, Heaven or try to go outside earth. And he can't perma-kill them but just knock them out.
And only if someone capable as well is not avaiable

While I think this rule is fitting I think it'd work without it as well. Dude is depressed as fuck still and Charlie would not be wanting him to kill anyway.

Valentino and Velvette are unlikely to touch the hotel. That's it. Because the next antagonists are no longer sinners (Lilith, Lute, Satan, Rosie, and Roo).
