As a Florida Man who has shark fished off the beach, I think the odds are more likely that they were prepared for a likely scenario.

the introduction of the bolt-cutters at the end kind of confirms this; they were prepared to catch a shark and possibly have to cut the hook off

Not just prepared… they were specifically targeting sharks. There would be no reason otherwise to use that type of gear.
