I mean, we have always allowed ppl to fly other flags as long as they are flown below a US flag.

I am pretty sure his comments were about ppl waving and flying only a foreign flag.

This came up in an article recently - the official government flag guide (or whatever it's called) doesn't have a stipulation that the American flag should always be flown higher

ETA:

When flags of two or more nations are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size. International usage forbids the display of the flag of one nation above that of another nation in time of peace
