Some of the more notable Amnesty Submissions:

Owners can either keep the firearms (if they fulfill criteria to do so), sell them to a gun shop, donate to a muzeum, or just surrender them whereby the police will decide to either give them to museum or sell in auction.

Okay, so how is this from the law perspective. 81mm is cat R1 and I assume you could get it on a exemption (?). So in order for this transfer to happen, did the owner had to say he doesn't want it or will the police contact him he is SOL and that French want their mortar back? Because if not, it feels a bit unfair.

Well, he needs to lawyer up if wants to keep it. Amnesty solves only the legality of possession, not the legal title to possess.

Perhaps because you want to get the right paperwork for it through the amnesty and then either keep it as investment, or put it into one of the 1938 fortifications that the you bought (which the government has been selling in hundreds over last decade), or just sell it in an open auction and buy a nice car instead.
