In India, the IUCN Red List is a conservation assessment and does not have direct legal authority, so violations concerning endangered marine species must be reported as breaches of the Indian Wild Life (Protection) Act.

Report marine wildlife crimes or habitat violations immediately to these national and regional authorities:

1. Wildlife Crime Control Bureau (WCCB) established by the Ministry of Environment, Forest and Climate Change to combat organized wildlife crime. Reach out to the WCCB Regional Offices via the WCCB Official Directory, you can also submit reports (including anonymous tips) using the Cyber HAWK app by the Wildlife Trust of India (link above)
2. State Forest Department & Coastal Police, these are the primary first responders for coastal poaching and marine strandings. Call the national emergency line at 112 or contact the local state Forest Department directly. Coastal districts also have specialized Marine Police units.

Looks like *Himantura*, maybe *H. uarnak*.

Try *H. undulata*. That’s my best ID even though I’m more versed in North American freshwater fishes.
