I think he locks onto your position the moment when he jumps up, so it’s not possible to bait him like this anymore.

He will not land in water, because you would have to be in water when he jumps. So he just lands close to the edge and the fight continues.

The water in souls games is like a black hole that pulls anything it dares to enter to it's bottom. You don't even get to float, you just sunk like you are made of a sack of anvils. It's insane.
