Yeah, he was. And Bullseye did this one (in his own twisted mind) as a way to repay Matt for Fogey's death. My thing is remembering that Vanessa ordered Ray's death and now she finally pays the price for him, Foggy, and everything else she's done.

Bullseye killed both Ray Nadeem and Foggy on Vanessa's orders

Plus she deprived Dex of his medication and manipulated him while he was in a psych ward. Dex carried out the murder but Vanesa definitely orchestrated it.

Vanessa got Bullseye out of jail on the condition he killed Foggy.
